Commissioning implies performing a number of
start-and-adjustment activities including checking, setting and
testing the functionability of equipment, which is a part of the
operation site software and hardware. These activities are
generally arranged for guaranteeing the system design
characteristics and operation modes.
The commissioning process comprises following stages:
- offline setup of the system elements;
- overall system adjustment.
Overall adjustment is carried out in accordance with a test
program and procedures developed by Company's specialists and
agreed with the Client and other parties concerned, including
supervisory authorities.
The activities shall result in provision of the system fully
compliant with the Customer's requirements and ready for
commissioning in accordance with SNiP 3.01.04-87 "Constructions
Rules and Norms. Acceptance of completed constructional work. Main
regulations." and GOST 34.603-92 "Information technology.
Computer-aided systems standards set. Types of tests for
computer-aided systems."
After the system adjustment has been completed successfully, the
system is being set to test running for 72 hours with continuous
functioning control by the commissioning team and the customer's
company to define, whether the system may be commissioned. In case
the 72-hour test is completed successfully, the system is
acknowledged fit for commissioning. A working commission shall
accept the system for trial operation and affirm this decision with
a formal note.
The Company's representatives shall provide initial training for
Customer's staff after the system has been commissioned. The
operating and maintenance staff training includes outlining the
system purpose, main functions and resources, as well as
introducing the user interface. The maintenance staff will be
additionally instructed on how to use settings, configuration and
diagnostics functions.
Commissioning personnel are multidiscipline specialists,
continuously improving their professional skills and qualification
in all required fields. They are equipped with all advanced repair
and diagnostic devices required, and have all necessary licenses
and permits.
