The essential condition while working out a set of project
documentation relating to prospective business activity is ensuring
without limitation the ecological, industrial and fire security in
process of constructing and operating the oil/gas exploration,
production and refining as well as transporting facilities. Aiming
at realization of this key objective, the environmental protection
department coordinates preparing of an ecological feasibility
report for the prospective enterprise activity and holds
responsibility for persistent ecological project monitoring. The
department acts on the basis of Russian environmental protection
legislation, procedures and principles of EIA (Environmental Impact
Assessment), taking into account relevant legislative acts,
directions and regulations.
In the course of preparing the ecological feasibility report for
the prospective activity and completing EIA, the environmental
protection department uses the up-to-date software, instructions,
guidance and technical standards, recommended for applying on the
territory of Russian Federation by Russian competent executive
authorities.
The department deals with the following sections of the design
estimate documentation:
- Environmental management;
- Environmental impact assessment;
- Land reclamation;
- Fire safety activities;
- Civil defense, natural and anthropogenic emergency prevention
measures.
The department also performs:
- ecological monitoring of the operating enterprises (reporting
to environmental authorities, recording for the Maximum Permissible
Emission, Waste Generation and Disposal Limits Project, Sanitary
Protection Zone project);
- consulting the customers about works executed over the whole
period of projecting, constructing, commissioning of the facility
and assimilation of the designed plant capacity;
- correcting the design estimate documentation sections at the
customer request, and introduction of reasonably required changes
therein.
